How do I make a skin show a scrollbar when necessary?

I'm trying to get the contentGroup of my skin to scroll whenever it exceeds the bounds of the skin.  The dimensions are percentage-based, so I can't just set max content sizes to trigger the scroll.  How do I need to adjust this so my content will scroll when necessary?

      Thanks
