When I create a new project in PrE, I have many presets available to me in the Project Settings. Using these presets, I can create a project as large as 1920x1080. The problem is that my source files are 1920x1200. When I import to the video track, the top and bottom are shaved off.
So, is there a way to import a movie with different dimensions than what I see in the Project Settings?
Unfortunately, PrE does not allow one to "customize" the Project Presets, like PrPro can with the Desktop Preset. You are limited to the Presets provided, which are the very most common.
What is your source that is 1920 x 1200? Can you set this camera, or software (guessing a screen-cap program here) to 1920 x 1080?
I'm not sure that will be entirely successful either, Hunt. It depends on the source of this video. It may be such a non-standard file that Premiere Elements may have all sorts of problems with it (frame rate, interlacing, pixel aspect ratio, etc.).
