You need to copy the RSLs from the Flex SDK frameworks/rsls directory to your application directory.
Just curious, are your building your application from the command line or from Flash Builder?

I´m using :
Flex with sdk 188.8.131.5275
I had no error compiling, but the app does not launch.
I killed adl.exe and tried debug then pasted the console output in the post.
I moved the files and there are no errors compiling neither at console, but the app is not launching.

Ok, I thought your problem was the RSL failover issue. If your app is not launching then I would compile without RSLs, -static-rsls=true, to simplify things a little.
There are a lot of emerging issues trying SDK4 on Flex 3, I´ll give a try to Flash Builder.
There where other errors on Design mode which I´m not using, but sometimes a fresh install is better than a thousand workaround.

Based on the output it looks like you were linking with RSLs. When linkage with RSLs it is a good practice to copy the RSLs to the deployment directory.
