When viewing the 'Share' footage is that on the same PC on a different PC or on a TV? If one of the last two it might be as simple as poor brightness/contrast adjustment on the monitor of the PC creating the share.

Much also depends on what you're using for your source footage. What type of camcorder did your video come from and how did you get it into your computer?
Along with the information on your Assets (your source footage), please give the Project Preset and then the full specs. of your MPEG-2 Share. These can all be very important.
I have a DV camcorder and I used a firewire cable to get it into my computer. In the assets I read DV PAL 25.00 frames/sec , don't know what information I need to give you?
I tried to share it as MPEG2-NTSC standard, and MPEG2-PAL standard.
(I view the shared video on the same computer)

If your original video is coming from a miniDV camcorder and it was captured over FireWire by Premiere Elements, the output DVD-quality MPEG should be virtually identical to the original footage when played at 100% size (not full screen).
Is this not the case?
In your case, your video should have been recorded as DV-PAL, your Project Preset should be DV-PAL and you should be Exporting/Sharing to DV-PAL.
