I'm pretty sure BitmapData.draw will handle stuff that is offscreen.
Thanks harUI. That's exactly what I have. I had set the child to 100% of the parent , and scroll bars were showing. Leading me to believe that there was "more stuff" to be seen.
It depends on what you "drew". If you drew the parent, you'll only see the
visible portion and the scrollbars. If you draw the child, if you didn't
see it all, you might need to remove the scrollRect and/or mask before

It worked as design , except for one case. When the child object is sized using percentage , it still only draws what is visible. Even when setting the mask , and scrollRect to null , it won't draw the whole thing.
What is the childObject? Some like a TextArea will clip by sizing an
internal TextField and that would be a problem. You'd have to force the
TextArea out to its measured sizes.
