SmartSound Quicktracks is an excellent source -- although the free tracks included with the program are a bit limited.
Another source is the amazing site http://freeplaymusic.com, which gives away royalty-free music in a variety of styles.
And, of course, if you know about the book, you also know about http://Muvipix.com, which offers dozens and dozens of royalty-free music clips (as well as stock footage, motion backgrounds, DVD templates, tips and tutorials). You'll find many free products on this site, plus over 1,000 pieces available at one of their subscription levels.

I am personally a very big fan of SmartSound music. They are having a sale right now. The music is royalty free (within some limitations, but should be perfect for you). This ARTICLE will give you tips on SmartSound and the production of exact Duration music for your Project in PrE, or their wonderful software, Sonicfire Pro (two flavors with different power). With PrE, as of version 7, you have elements of SmartSound included. With prior versions, one can add the free SmartSound for Premiere and use that from the New icon.
PS - Neale's link is a good one. There are also similar sources for other countries. IIRC, that UK group covers most of Europe, as well as the UK. I do not have it handy, but there is similar for the US, and another for OZ/NZ. They make getting the rights to music easy and relatively inexpensive.

Music is totally free to use. Yeah I can imagine that it cost a lot track you wanted and even some royalty free music sources can be quite pricey once you add up using a few tracks. Hope this production music resource will help you out.
