OK So, replying to the forum via email sucks - following is what my previous reply should have said:
The help system for Fb4 is now using "Adobe Community Help Client". Installed as application "Adobe Help". Local help files are downloaded and stored on your disc. However in the current version of the client the pages are brought from the web unless the network is unavailable.

The client is being actively developed so it looks like we can expect to see improvements independent of main product releases.
Thanks for the info. I quickly read the reffered to blogs but have yet to solve my problem. When the AIR app first
launched, there was no content. I saw that it might not ask to download local content so I tried a second invocation. Still nothing. There were no fil
ters, no content. So, as experiment, I switched to show help in external browser. OK, give me a hint, how in the hell can I switch that preference back to get back to the AIR app to see if I can solve its problems. Now everything opens in a browser. I changed all prefs inside of Flash Builder under help to use the internal view but that didn't seem to affect the AIR app preferences that wants to bypass itself and go straight to Firefox.
Let's assume I figure out how to launch the AIR app again, no matter what I tried, it said there was no content available to be downloaded locally. Am I missing a setting?
OK, figured out how to get the AIR app to be the launching app. I do get a notice to connect to the internet (as you can see I am connected) close help and reopen. Then it says pick a product for which to download help. MMmm there are no products from which to choose.
OK, fixed it in my situation. Closed the CH app, then went to
and reinstalled the AIR app and it found the content to download as soon as it fired up this time.
I think the chc version that shipped with the Fb4 installer is 22.214.171.1240. Could well be that if you had an older chc installed, that it wasn't updated by the Fb installer. The version you got from the labs site is actually newer still 126.96.36.1990 but described as a beta. Not sure why my chc isn't self-updating? Maybe 188.8.131.520 isn't considered a beta. Glad you are up and running.
