    Video Time - I'm Confused

      I'm not trying to do anything special with Premeier at all. All I'm trying to do slow down the video so that I can watch the oscillations of something and calculate the frequency at which they are occuring.

       

      However, I'm rather confused about how the time bar works.

       

      Let's say the time says:

       

      00:23:18:03

       

      The first set (00) is hours, the second (23) is minutes, the third (18) is seconds, but what is the fourth? I thought it was milliseconds, but it resets at 23 (i.e. it goes to the next second).

       

      My guess is that the fourth set of numbers is the frame. The framerate under video properties says 23.97 FPS:

      Am I right that the fourth number is the frame I'm on (1-23) and not the time in milliseconds?? I just need to be sure otherwise my calcuations are going to be all off.
