Green/glitched video after rendering at half resolution, all formats, help!

Hi I didn't see this posted anywhere else. I'm using Premiere Pro CS4. My source is an .m2ts 1280x720 at 59.94fps.

From Premiere, I tried rendering to .f4v, maintaining all settings matched as possible with the source. The only thing different, is that I rendered to half resolution, 640x360. This produced the following result:

I then re-rendered using the same settings, but reverted back to 1280x720. This came out fine, but I want to render at half to keep filesizes small.

Any idea on what's causing this? It seems it's only the reduced resolution that causes it.

      Thanks in advance!
