I'm no expert myself, so I'm just throwing in an idea. Are you using Dreamweaver, I'm guessing yes? Thus, have you run the Compatibility checker in Dreamweaver? It maybe that one of your styling options is not compatible with IE?
Yes, I am using Dreamweaver and it does show an error for an expanding
box problem. I just don't know how to correct it.

Remove your navigation id at the beginning of your list in your html doc. Instead of this...
<ul id="navigation" class="MenuBarHorizontal">
There is no css attached to the navigation ID so it has no purpose and the only effect that removing it will have is to resolve your problem.

drop down menus entirely. Made the text for each category go red on
hover. Any suggestions?
I recreated your web page and it's working for me:
If you look at page in IE8, I think you will see your navigation links without the white block. I just looked at your page again and I am still seeing the navigation ID. You try detaching your template from the page. I think DW templates are a bad idea; they cause all kinds of problems.
If my link works and yours doesn't, compare the code.
That is part of the problem, I am on a mac and cannot view the page in
IE. I can go online and view it there, but not from my local machine.
Anyway, I checked out your like and there are no drop down boxes for the
spry menu bar. The categories show up as rollover text only. The
"navigation" id is directly linked to the spry menu bar. When I tried to
get rid of it and do it as a class like you suggested, it said it was
entirely, it says I have to have an id from the spry widgets.
