What is the confusion? For PSE almost any computer will do.

But, as Harm said, simple photo editing is not super taxing on almost any modern computer
Video editing, which is basically 30 photos per second, plus sound, requires a LOT more computer
I was thinking of either a 2.66ghz quad core processor or maybe an i5 processor,

Video card with 512 MB is good enough. Just add another disk, so you have one for OS & programs and one for your photos.
I agree that you should go with a card, rather than an on-board chip, like the Intel. I would stick to ATI, or nVidia. The 512MB will be good enough for PSE. If you were going with PS CS4-Extended, I'd urge you to consider 1GB, with the latest shaders, as PS-Extended supports 3D.
I run PS CS2, PrPro CS2 Production Studio w/ all of the Adobe programs on 2 different nVidias (a Quadro FX-4500 and a GeForce 8800m GTX) w/ 512MB and they do well. Even with light 3D work, the Quadro is fast to render and shade.
Do go with at least a second HDD. Since I work on very large images, I use the same basic setup for both PS and PrPro - system HDD, and then 4x 1TB SATA II's for PS Scratch Disks. I do not need quite that much, but I can set up to 4x Scratch Disks, so I do. I use those in different allocations for PrPro, plus 2 more HDD's, that do not play into usage with PS.
Personally, my suggest config. would be pretty much the same, as for a Video editing rig at the lower-end:
C:\ OS, programs, and probably Page File
D:\ media (in the case of PSE/PS) - would be Project files in PrPro
E:\ Scratch Disk for PSE/PS
Those are physical HDD's and NOT partitions of any sort.
