Rendering and Media Encoder Maxes Out My CPU

Is there any way to speed up my rendering time? Everything I do seems to max out the CPU at 100%. It doesn't matter if I'm working with HD or DV footage. Premiere is slow. After Effects is too slow to be useful. I thought I had a reasonably fast 64-bit computer, with a quad core processor and 8 Gigs RAM. It's not a pro workstation and the video card is an Nvidia GeForce 9600GS. I understand Adobe is working with NVidia for a solution and something called Mercury? Do I need a better video card? How can I allocate some of the processing to the GPU?
