    PDF graphic not in background

We are using Central Pro/Output Designer and the PDF target using -ASPPDF to create PDF files.  There is a field on the form set to type "Graphics" that overlaps other static graphic elements like boxes and lines and we call it dynamically.  If we print using an HP driver the image that is called falls behind the other graphic elements as we need it too but the PDF created using the PDF target places the .bmp in front of the other elements and they are erased.  It happens even if the .bmp image property on the white board is set to "Transparent".
