I am an IT support person and one of our video editors sent me this email after he bought CS4 premiere pro and tried to open any new project.
“So... I've spent 4.5 hours on the phone with Adobe support since yesterday...
They have really tried EVERYTHING!
Updating, installing drivers, etc... and it still crashes whenever it takes on any new media.
Any help you can offer would be awesome ... I'm about ready to scream on my end!
I searched the internet and it turns out having your color set to 16 bit in Display Properties makes premiere pro crash ... that simple.
Why the tech support guys did not know that is more difficult to answer.

well, I can't really see any reason to have it set to 16 bit. Probably why support didn't notice as most people have it set to 32 bit.
