Management will probably chime in here.
Briefly, bugs get deferred for the current release. They get reexamined again when planning continues for the next release.
The only time a bug/request is truly dead is when it gets marked as "Retired".

I guess I am just slightly scared that such a fundamental bug like the wrong order of items in the MXML Outline View is deferred until some undefined time later. The Outline is an essential tool for me and I would have expected that bugs like these get fixed asap.
For developers like me it is frustrating to discover, isolate, re-examine, submit and discuss a bug only to see it being deferred.
Anyway, fingers crossed!
Worth having a look at the 'Basic Workflow' to understand more of the statuses...
I tend to find the start of the workflow more frustrating - unless you can attract a couple of votes or Adobe folks pick up the cause early, an issue can remain at 'Community' status for quite some time. By comparison getting to 'deferred' status is a good thing
