Are you saying that the document has tags BUT isn't being shown as such?

Yes, the document is tagged for images and the option should be enabled as screenshot attached earlier. We need the document should be Tagged as "YES" in the Description (Document Properties).
And when we run the option "Add Tags to Document" we lost the Alternate text information for the eps images.

Since you can't have EPS inside of PDF, I am unclear how you are adding AltText and why that isn't then setting that flag.
