The command is correct and should allow you to update your reader installations.
when i run the command i am getting that the package is not a valid one and to verify it.
i pulled it down 2 more times and am still getting the same message.
does anyone know of the commands i can use on the exe?

You are using Acrobat Professional msi - 'AcroPro msi' and applying MUI Reader 9.3 patch over it.
A Reader patch can not be applied over Acrobat and vice versa.
You wrote that - "users are at 9.1.x and up" .
So as far as I understood you want to update all these users to the same version.
if all users have MUI Reader installed on their systems then use this command-
msiexec /p AdbeRdrUpd930_mui_cum.msp /qn
This will update all existing MUI reader installations to 9.3.
thanks for the duh. this does work on those that do have the MUI,
can anyone tell me how i can take the 9.3.0 .exe apart, and get the msi from it. so i can push out the updates to the other people .
