If you use the AVCHD project preset to creat your Premiere Elements project and use Share/Disc/BluRay to burn a BluRay disc, your quality should be virtually as good as your original video.

Just to clarify things, the disc I'm trying to burn the footage onto is a normal blank DVD disc.........using the Sony software I get an HD DVD disc that will only play on a blu-ray player ........ the quality of the video on my HDTV is great and I'm more than happy with it except I can't join clips using that software & end up with heaps of individual clips.

You will not be able to produce a hi-def DVD with Premiere Elements though.
Premiere Elements can produce DVDs and it can produce BluRay discs. But in order to produce BluRay video files on a standard DVD, you'll likely need to use a third-party program. Sorry.
