Create a character style for the leader
In your paragraph style, set the nested syle to include:
[none] up to 1 ^y
[leader character style] through 1 ^y
[repeat]
EDIT: After rereading your post, I may have misunderstood the request. So, this may or may not fit your needs.

How would InDesign know to place a leader on the tab character without some formatting? The only formatting available for tab leaders is applied to the tab setting in the ruler, not to the tab character itself. Therefore there must be a tab somewhere to provide the formatting for the leader.
But if there is a tab marker off to the right, beyond the width of the text frame, then the Shift-Tab character will take on the leader format of that tab.
