1. Whether or not to upgrade should be based on the features themselves and if they're of interest to you. You won't get improved performance in version 8. (In fact, it takes even more power to run it than version 7 does.) So, unless there are specific features you're looking for, I'd stay put.

And, no, there is not a way to equalize the volume overall across a number of clips. The closest thing is Smart Mix, a feature that automatically turns down the soundtrack music when there's narration, etc., depending on which you designate as the "master" audio track.
2. There is no way to modify the interface to make your icons larger -- other than changing the resolution of your monitor itself, of course.

- select Control Panel Fonts
- select 'change font size' from sidebar
try 125% and 150% and see which your prefer (probably 125%, on my 24" 1920x1200 monitor 150% is too overpowering!)
You will need to log off and log back in to see the change.

Neale, thanks for your reply - I am running Windows 7, and already have my dpi set to 125%, but for some reason Premiere Elements fonts remain quite small.
