When you say "under 720p," what is your delivery scheme, and what resolution do you need?
Also, what is your source video?
The resolution that I'm trying to export as is 680x480 because I just have a simple digital Canon SD780 IS camera and that's what the resolution on that camera is when it records "HD" video. This is my first time using Premier Elements. In layman's terms, from my camera (MOV, 640x480)> to PE8/edit video (640x480)> to file (MPEG, 640x480)> to internet (eg. Youtube, Facebook, etc.)
I know that online it's usually better to upload videos using Windows Media or QuickTime for upload time purposes. But I could care less about that. I want the quality of the video to not be degraded when I export a project from PE8...
It sounds as though you have selected the wrong Project Preset when setting up your project. Did you select the HDV 720p preset when starting your project?
You say your camera records 640 x 480 - this is NOT High Definition (although the camera manufacturer may describe it as 'high quality' to distinguish it from 320 x 240 recording).
Try converting your footage to DV-AVI (What tools can I use to convert my video to DV-AVI?) and loading it into a project using the DV Standard preset. This may also be helpful: How can I get the best quality video on YouTube?
