nope, 100% in both places.
i got this from the "flash builder" documentation :
If the component has no width and height, or has a 100% width and height, you can select the size of the design area from the Design Area pop-up menu in the editor’s toolbar.
Selecting different sizes allows you to preview the component as it might appear in different circumstances. The design area defaults to 400x300 pixels for containers and to Fit to Content for controls.
in flex 3 i can see that, but where is in Flash Builder?
in Flex 3 is right there top right in visualization panel.

This is what he is talking about. I do anticipate this being an annoyance for me once I switch to FB4 at work.
In this case, just a VBox container with width/height both set to 100%. The main Application container had no w/h set, but I don't imagine that mattering.
Its there in flashbuilder if you have an mx based application, A curiouss over sight maybe ?
Tried changing to MX Only component set, and after a restart, close/open of the tab, I still don't see it. Made a new project w/mx only, same deal.
But you say you've seen it in FB4? Hmm...
This reminds me of a weird problem someone was having that seemed to be OS related (in Eclipse, I know)... it may have been an older version of Flex Builder. Some buttons for adding an SDK library were missing, or something, IIRC.
Come to think of that though, I do believe that my work PC (Windows 2000, har!) doesn't correctly display the fields for "Application Type" when you create a new project, but it works fine on non-Jurassic OSes. Was never a problem because I knew what the choices were.
But this particular problem.. I'm on Win7.
in Flash Builder 4 for projects targeting Flex SDK 4 the design area widget has been removed. Instead it is recommended that either an explicit width and height on the root are set or explicit minimum width and height values are set.
