Can you post a screen shot of what you are trying to do?
I suspect that you are using a text box and the text is possibly hitting the edge of the box?

I’m afraid that’s not enough to go on. Either select the text object in question with an arrow tool or turn off Preview. My guess is you are working with point text, not area text. Point text is what you get in you just click then type. Area text is what you get if you click in a shape with the text tool or click-and-drag before typing. Point text has no margins, so there is no boundary to justify the text against.

I think it may be because you are not using a text box (or Area Text as AI calls it). The Justify tools only work on Area Text. Try to click-drag with the Text tool to make an Area Text object. Copy and paste your existing text into the new box and then try the justify you want.
Are you using normal (Point) Type or Area Type (within a path, started by clicking the border)?
If the former, Justify is not an option because there is nothing to justify between.
If the latter, something is wrong.
