    include files on local system

while i am waiting for my ruby books, i am reading about flex. it says the pathname for including an actionscript file is relative. i am running the samples on windows. the webserver knows the name of the swf and its location and serves
the file when http://localhost is in the browser. how do i specify a directory for include so i dont have
to write actionscript in-line in the mxml file?
in php i would have edited php.ini. i will not be using flex data services to start.
so the compiler must generate an error message after reading a config file and determining it cant
locate the source file. ok so if it is a relative path, where is it picking the relative root path from?

      thanks for any help,
