Can you press the refresh button in the Common Library panel and see? This refresh functionality can be accessed via panel menu of the shortcut buttons present on the panel bottom.
You got me all excited...it made sense to reload...I did, but still nothing.

the png file is in the FOO directory
so is teh CUSTOM SYMBOLS folder (which has the three items)

Where is the FOO directory placed? Place it at the same level as "CUSTOM SYMBOLS" folder. Any nested subfolder under it will not be visible.
Another data point to figure out what is NOT happening...
If I create a rectangle...then convert to a symbol THEN HIT OK...it gets created into the DOCUMENT LIBRARY.
If I try to save it in the COMMON LIBRARY I hit OK...and nothing seems to happen...I have refreshed the library...it isn't there. I even check on my MAC for new files in the last few minutes...NOTHING new.

I got it to work by creating a new folder, called My Folder at this location of my PC-
C:\Users\MyUserName\AppData\Roaming\Adobe\Fireworks CS5\Common Library.
C:\Users\MyUserName\AppData\Roaming\Adobe\Fireworks CS5\Common Library\My Folder
Any custom symbol files I save to that folder show up in the Common Library panel, as in the image at this link (the image upload function of the forum doesn't seem to be working.) http://www.playingwithfire.com/folder.png
Your suggestion works, but does that imply this problem I am having is a BUG...not being able to put anything in CUSTOM SYMBOLS of my instance of FireWorks!!! Are we the only two that have this problem? How do others get converted symbols into the CUSTOM SYMBOLS folder on a MAC??!?!
