JPEG is intended to compress the heck out of your files–and it' a lossey process (meaning repeated savings degrade the image data). I use TIFF files in full size and 16 bit depth but that might be inconvenient in Elements–you might want to stick to 8 bits...and note that the TIFF files will be much, much larger than the JPEGs and even larger than the raw files.
Even though JPEGs get compressed, a factor of 20MB to 880KB is way to much if you didn't crop the image and did not save with a very high compression (meaning very bad quality). This is assuming your image contains data, and is not just 20MB of the same colored pixels.
If I convert a 15MB RAW (Canon EOS 1Ds) to JPG in PSE8, the resulting JPG is around 9MB in one example. The maths to this is as follows:
- The EOS 1DS RAW is 12 bits per pixel
- The JPEG (uncompressed) is 24 bits per pixel
- 15MB / 12 * 24 = 30MB
- A 9MB JPEG hast been compressed by 66%
Can you post a screenshot of your conversions-settings and/or your JPEG-Options while doing a "Save as" as follows:

Be sure you have loaded PSE and ACR 5.7 correctly. Check "save as" in editor to be sure it's compressing right; sometimes you have to restart PSE as my version has a flaw that occasionally it starts incompletely/incorrectly.
Hi - when I open an raw file from my Canon 550D camera I get this error:
This document uses an unsupported color mode. Photoshop Elements only supports RGB, Bitmap, Grayscale, and Indexed color. Due to the color mode contained in this document, consider converting it to grayscale. - I can click on either Convert mode or Cancel, clicking on Convert mode opens the file in black and white.
I've have install Camera Raw 5.7 and copied the Camera Raw.8bi to this folder : C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 8\File Formats\
I can open the files using Canon software.
I don't have a straight answer for you. But if you could upload an example of such a RAW file to somewhere (e.g. www.yousendit.com) so we can have a look at it, we might be able to help.
The location where you copied the Camera Raw.8bi file to looks right to me (if on WinXP).
