What do you mean by open?
When you say won't allow you to open, what exactly happens?
Dreamweaver is not an image editor. It's a HTML/CSS editor. It places images in webpages via HTML and CSS.

I am working through the tutorial and it is telling me to open files that came with the program and place them on practice pages. It's all an exercise. The files they have provided me with are GIFS and JPEGS. So Dreamweaver only reads HTML files which I am now familiar with or CSS which I am not?
I would imagine I could save their files in HTML and then try to open them.

I tried to open the image files in Photoshop and save them as HTML files and that wasn't an option. If anyone can shed light on this I will appreciate your help.
Image files are image files: GIF, JPG, PNG or whatever. You don't need to re-save them as HTML.
HTML pages are web pages into which you insert text, images or other media. Think of the HTML pages as containers into which you can place JPG, GIF, PNG images etc.
To insert your images into a web page using DW, click Insert > Image. DW will then write the code in Code View for you.

That message occurs if you try to open an image file in DW. DW is just a text editor and cannot edit any type of binary file. Did you create a new html page? Did you try to drag and drop the image from the file panel to the design window?

What file are you trying to open?
I was finally able to load it by bypassing a report that says it had to be
resaved and I gave the go ahead. Then I had to find it in another file and
it did open.
