Can't view pdf's in Internet Explorer with Add-ons Disabled

I can't view a pdf in Internet Explorer with the Add-ons disabled by setting the Group Policy.  I have set the Group Policy to three add-ons to run (or be enabled).  The three add-ons are AcroIEHelper.dll, AcroPDF.dll, and Flash10e.ocx, but this does not allow the pdf's to display in the browser.  If I enable add-ons through the Group Policy, but disable all of the other add-ons besides the three listed above, I can view pdf's in the browser.  I am using Internet Explorer 8 and Adobe Reader 8.  It seems there is something else that the Group Policy is limiting, but I have not figured it out.  I would appreciate any help.
