Good try but I've stripped the html page to just the object/embed tags only.
I've stripped out almost all of my code and I've narrowed it down.
I've written a "debugger" window I use to dump output to. Very simple string output and event monitoring. When I remove all my UI and just load this view the error dialog opens.
TabNavigator causes that dialog to crack. When I remove it, dialog doesn't open, add it back in, unsafe dialog pops.
I made it as simple as:
<mx:TabNavigator width="100%" height="100%" />
Removing that one line determines whether dialog opens or not.
I created a simple SWF with a panel and tabnavigator on it and attempted to run it but no dialog opens so there is another variable somewhere causing this.
Removing all references to <mx:TabNavigator> from my project fixed the problem.
TabNav brings in HistoryManager. Set historyManagementEnabled=false
I only used it twice in this project so made a homegrown version which I'd written for a different component. Simpler and lighter.
Flex should be aware of compilation switches and disable features like history management when -use-network=false
