In AE, import your 4:3 file and drag it onto the little movie icon at the bottom of the project panel, it will create a new comp.
Double clic on the composition created, it will open in the timeline panel.
Select the timeline panel and press Ctrl+K (or cmd+K if you're on mac). The Composition setting will open.
Now in the composition settings, set your resolution to 1920x1080 and set your aspect ration to square pixels. Click Ok.
Now you composition is in 1080p HD. Your footage should be in the middle of the composition. Select it, press S to reveal it's scale property and scale it until it fits the width of your comp (or you can use the shortcuts ctrl+alt+maj+H (fits to width) ctrl+alt+maj+G (fits to height) or Ctrl+alt+F (fits to comp size) If you're on mac replace ctrl with cmd.

Thank You Sebastien,I did what you told me to do I got the 4:3 video to 1080p but unfortunately the quailty got damaged.
Is there a way to convert a 4:3 video to 1080p with out doing damage to the video?
I also downloaded magic bullet insatant hd advance trial.If that plug-in will help how do work with that plug-in in after effects cs5?
Sadly you can't. You're video will be damaged, because you're upsizing it.
You can limit the damage by using some technics or dedicated plugins, but going from SD 4:3 to HD
1080p, there no way to make your footage looks sharp good.
To be blunt: When you increase the number of pixels in an image, the software has to make up information about what goes in the new pixels. That's true of any software, not just After Effects. Some clever plug-ins use smart algorithms to make guesses and interpolate the image information, but they're still just making stuff up. The image quality will never be perfect. Good enough? Often. Perfect? No.

I whent to the effects control but none of the effects in there are clickable for me for some reason and I do not see magic bullet advance in the list.
Magic Bullet Instant HD has not yet been updated for CS5 - it will not work in it's current form. Red Giant says the upgrade will be available in "Summer 2010". (Such a stupid thing to say from a company who sells all over the world - haven't they ever heard of the Southern Hemisphere?? )
All your general effects should be selectable, however. Make sure you have a layer selected before trying to apply an effect.
