If you Google "background plain HTML" you will uncover references to adding a gradient using HTML but it is a strange Microsoft way and will not have cross-browser support.

It's a very widely used technique. To achieve a similar look to the page you linked to you will need a long thin graphic as long as the gradient you want. Set the bacground color of the element to the color your graphic fades to and repeat your graphic accross the page.
firtst,set the div background repeat-x.direction!
and set webpage body background color as the same as the color of the bottom which gradient picture you have put!
