Effect > Stylize > Scribble and choose "Tight" from the menu.
Then Object > Expand Appearance, Object > Expand
Fill with gradient set to -45°
Add black stroke below the Group in the Appearance panel...
I wish it were possible to have gradient strokes, that would prevent the need to expand. However, without gradient strokes you must expand everything to apply the gradient.

If you follow the second link (the one that's split in 3) the file is there to download. Open that up and look in your Appearance panel. There are multiple fills, each with the scribble effect, some softened by feathering, one with a drop shadow, and then a dotted stroke for the "holes"
All within one live text object.
Feel free to use (with or without modification) the file I made.

To exaggerate the effect, you might go into the scribble effect and amp up the stroke width. If you work off my file, you'll have to do that on all the scribbles, as they all stack.
