It would be really cool to have a filter that essentially scrambles a selection based on a mosaic tile pattern. Not just mosaic pixelating an area, but a filter that takes it a step further and randomizes the location of those boxes. One use for this would be to even further randomize the appearance of noise or texture in a selected area, and I know I would have loved this option in filter form as opposed to doing it manually each time.
The filter dialogue box would have a few sliders: one to control the randomness, one to control the size of the tiles that are going to be scrambled, and others yet to be determined if there are more suggestions for the tool.

Have you ever tried the Displace Filter with non-monochrome Noise as Displacement Map?
Could be a work-around.
