Did you use the HD version of the Sub-Menus?
Is this after you Render, and is it only in Preview?
How do they look, when you Burn to Folder and play with a BD-capable software player?

Those are questions for which I have no direct answer. I am still using EncoreDVD 2.0, so I am only working with SD Projects.
However, I also happen to have PrElements w/ its rudimentary authoring capabilities and BD capabilities, and there are HD versions of most of its Menu Sets (basically Menus, but grouped as Main & Sub-Menus, since PrE does that part semi-automatically). Also, many 3rd party sources for additional Functional Content ARE HD by design. It was just a thought that I had.
If you are using the SD versions, they are 720 x 480 w/ either a 0.9, or 1.2 PAR. If you have Background Video for those to work as Motion Menus, then everything will be 720 x 480 and will need to be Scaled up to BD/HD. Again, just thinking here.
Maybe others will have the definitive answers to your questions, but I can only offer speculation here - sorry.
One thing that I would do would be to choose one of your Sub-Menus and Rt-click, choosing Edit in Photoshop. Then, go to Image>Image Size, and see what the pixel x pixel dimensions are. That might tell you a bit more.
