Try just using URLs as described in Calling WebHelp using URLs on my site.
Thanks for the reply. Here's what the deveoper responded:
"We actually use the IE COM interface and feed it the URL, something similar to what he illustrated. Ours is like this: “server/path/startpage.htm#path/topic.htm” But we are required to launch the browser AND feed it the URL. Otherwise the poor user gets nothing…. "
Is there some way to do this without launching the browser?
Can't help you on the IE COM interface. What I was getting at is that a URL in any file (document, spreadsheet etc) usually opens in the default browser.
I don't know how our developers code it but they use the URL method and it opens in the default browser. I know from asking in the past it is bespoke code that would be of no use to anyone else.

The IE COM interface is the COMmunication method for IE (Internet Explorer). You'll need to quit using the IE COM interface, and just call the html page itself, if you want the default browser to display.
