Hmm... I would have a "base" exported frame (picture) that had nothing added
Frame1.jpg (or frame1.psd)
Then a copy saved as Frame2 with a line of text added in Photoshop
And so on for as many copies and new names as needed

Am I missing something?
Put the still on V1 on the timeline. change its duration to whatever you need.
Create titles (just text) and add on V2. If the duration of each title is the same, you can copy and paste opacity fade in/out after doing it for the first one.
Are you looking to have your video run, then stop on a frame for a while, and then continue?
