I think what you are asking is not really plausible – if the transformations were applied per stroke (not unlike the Smudge Tool it would seem) the quality loss with subsequent overlapping strokes could get quite strong.
I think one of Liquify’s advantages is that the transformations are »collected« and applied in one go so that image-corruption is kept to a minimum.

But that doesn't preclude it from being moved out of a plugin and into the application. The problem with Liquify is that it has it's own unique toolset, which you need while using Liquify and not while using the rest of the app -- and that is difficult to manage without a fully modal UI (bring up the Liquify tools, deny access to all other tools).

Anyway, so far I’m not fully convinced Puppet Warp can replace Liquify so improving Liquify (or at least making it Smart Object-compatible with automatically saved Meshes) might be beneficial …

But I’m afraid the distinction between non-complete and complete grid/mesh warp is beyond me anyway.
