I never heard of time stretch, I have heard of time remapping, which may be what you are looking for. There was Time warp, but that is no longer available.
If you are seriously in need of good post production "slo motion, take a look at the Twixtor plugin for Premiere CS5
The timewarp plugin that was dropped in PrePro CS5 is still available in Adobe After Effects.
If you don't need that video to be interlaced, you can bob (or Yadif) deinterlace the video in Virtual Dub, which doubles the frame rate. Then import that video into Premiere and reduce its speed to 50%; it looks completely organic and there are never any artifacts.
Just wondering that anyone else need good slowmotion in daily busines for use.
In every Project we edit, we need Slowmotions. In TV-Reports, Commercials and so on. Realy Daily in use.

I've treid the demo. Looks realy good.
Showstopper is the big price. Also when we trimm the clip on the timeline where we think this should be the scene which we want to slowmo, add the twixtro slowmo on it, then we got another trimmed result. for example: add a 50% slowmo, should doouble the lenght of the clip on the timeline. this is not happened. So we have to re-trimm the clip to get writgh scenen lenght.
Maybe we do something wrong. The plugin is realy great ! thanks for the tipp.
