This is definitely NOT a good way to build a web page. You're trying to precisely align content inside a static background image which is like to trying to nail Jell-O to the ceiling. It won't work.
Switch to Firefox. View > Zoom > Zoom Text Only. Now increase text size a few times with Ctrl+++ and watch what happens to your page.

I agree with you...this is just a mock-up that'll be place in a proprietary pURL application and is just for Content and placement. Many of the pURL program use absolute position and the sites are very short lived.
I'll check out your links, but I understand why this is not the best way. especially with Cntl+++.
