How do I prevent an object that is partly outside the composition window in a pre-comp layer not be cropped off? I am animating a pre-comp layer but part of the object starts outside the window. When I move it into the frame the areas that were outside the composition window is cut off.
You can't. Make the pre-comp larger!

As Myl says, make it larger.
This is a fundamental aspect of precomposing but it's not immediately apparent until you've banged your head against it a couple of times. Understanding the apparent limits of precomposing is crucial to being able to make them all go away; they're not limitations at all.
