There is a known problem with Dreamweaver menu's - they don't work! Try this website for a solution to your problem - it saves me typing it out.

That solution is like putting bandaids on a surgical incision. I certainly
wouldn't bother with it consdering that you will still have a dog of a menu
that is not spiderable and not accessable.
It would be much better to use a good, best-practice menu approach -
