SQLite Database Encryption and multiple application access

I'm working on a project that consists of multiple unique AIR applications that require access to the same SQLite database file. The database file is encrypted using the built in encryption method in the open() method but the only application that can open the encrypted database is the one that created it. None of the other applications can access the database file even when using the same encryption key, it simply throws the error that normally means the passed encryption key is incorrect.

I need to know if it is even possible for multiple AIR applications to access the same encrypted database. Any insight would be greatly appreciated. I'm using AIR 1.5 and have gone over adobe's docs on everything about the SQLite API and have seen nothing about an encrypted database being tied directly to an application.
