You could export to a video file from the File -> Export dialog
(assuming your animation isn't scripted) and convert to flv using Flash.
If your animation is script-driven you'll need to grab every frame and
create your own video file. You could use Valentin's AVI Creator xtra

As Sean suggested, you can export to a video format and then convert that to a FLV.
You cannot export to a SWF from Director.
I've converted Director animation to video and the process I use is to export the
frames as an image sequence, then import these into a video editing program and I
add the sound there. That way, I can ensure i have the best quality of the images
and I have total control over frame rate and other video formatting properties.
