I'm designing a website for a client, and he wants to have PDF files displayed on his site.
However, he wants his site to be hidden from search engines as much as possible. So my
question is: Can search engines find PDFs that are not tagged? And if they are findable,
how weould I go about making them UNfindable? Oh and one more question - how can I
assure that the PDFs will not be downloadable as well?

Hiding them from search engines can work if you have them all in the same folder and use a robot.txt file in the folder (so the rest of the site will still be searchable). Keep in mind that's sort of a gentleman's agreement but most of the major search engines will honor it.
As far as keeping them from downloading them, can't be done (without the use of a Digital Rights Management solution that costs in the tens of thousands of dollars). Te even read a PDF online, it has to be downloaded to a temp folder on your computer.
