Is it possible to convert brush type?

Drag the Scatter Brush from the Brushes palette onto the page.

Drag it back to the Brushes palette. In the resulting dialog, select Pattern Brush.

Read up on how Brushes work, especially regarding the unpainted rectangle which defines the tile bounds. Experiment with Brushes containing very simple artwork until you understand their structure in terms of grouping, etc.
