1. Right click>Copy. Then select all the other clips you want the effects on and Right click>Paste Attributes.
2. Not after the clips are in the sequences. If done before hand, Automate to Sequence (explained in the Help file) will achieve the desired result.

Is there a way to save the attributes in a bin to use anytime i want?
Make selection eithter the video/audio or just the video (ALT) or just the audio (ALT) then go to Sequence and Add Default Transition To Selection.
You can make presets of the (fixed) effects used in the Effect Controls.

Once you've set up the position of a title as you'd like it, right-click the word "Motion" in the Effects Control Panel (or left-click and click the flyout menu in the upper-right corner) and select "Save Preset." This will enable you to save either static or animated preset effects into the Effects Bin, where you can later apply them to other clips. This section of the Help document will give you some additional information.
