How to import video from an HDR-FX1000

I have read through a few posts and FAQ and maybe I'm just an idiot, but I can't find the best way to import my footage to CS5 Premiere.  I am shooting with a Sony HDR-FX1000 in 1080 24p.  I would like to transfer the footage shot on the mini DV tape via firewire cable to Premiere as 1080 24p. What is the best way to do this?  I've tried to figure it out, but I don't get it.  I open Premiere, click on "New Project", save it where I want, click "OK", then the "New Sequence" box pops up, and I select what kind of preset I want and click "OK".  I don't understand the whole "New Sequence" thing since I then have to go up to File and then Capture to get footage from my camera, and when I do that it always pulls it down to be 29.97 fps.  Lastly, can I use Encore to record 24p to DVD? or does it have to be 30p?

I hope this makes sense; I know I probably need a beginners' class on Premiere...

      Thanks in advance.
