There's at least 300 things I could identify on the page you linked to. You'll need to specify which effect you mean.
If you mean the logo, then that's just some random swirls rotated around the logo, occasionally beefed up with some dispalcment effects for the "refractive ripple". Trivial, really.
This is the kind of thing I mean. I'm sure it's pretty simple but I'm new to AE.
First of all, I'll recommend some basic getting-started materials:
Regarding the specific logo, I'd probably start with a few solid-color layers overlaid on one another, with circular masks to make a set of stacked concentric circles. I'd apply, say, the Ramp effect or the 4-Color Gradient effect to them to get the gradients, and then I'd use blending modes to composite them together.
Or maybe I'd use layer styles with a gradient overlay.
The great thing about After Effects is that there are so many tools and so many ways to do so many things.
This is a simple enough composition that playing around will be relatively easy and informative for you.
