Which OS are you using?
I'm using a Mac, OSX Snow Leopard, 10.6.3
I also use a wacom tablet but I unplugged it and plugged in a mouse (I thought maybe it was interfering) and that didn't help.

I'm using Snow Leopard as well and can't reproduce your problem. I don't know what to tell you. No doubt one of the Fireworks engineers will spot your question.
I hope so it's very frustrating not to be able to use your arrow keys!

Check the keyboard shortcut set you're using (Fireworks > Keyboard Shortcuts). There are a few options, and in some of them arrow key nudging is disabled. Try using a different set than you currently are.
Actually, I've found the keyboard shortcuts implementation to be quite buggy, and you may be experiencing a problem there.
I ended up deleting some of the preference files and restarting and that fixed the problem. Not sure why or how. But it works now so I am happy.

To reinforce the answer of AlsoKnownAs, I find that this is happening when the keyboard layout has changed from UK to - in my case - EL (Greek). I'll do a copy-paste operation or clone or whatever, and suddenly the left and top arrow key stops working, whereas the right and down works!
My solution is:
Edit -> Keyboard Shortcuts..., switch the "Current set" from my custom one to "Fireworks" and then back to my custom one and press the "OK" button.
Arrow keys work.
