What are your Photoshop memory settings (Edit - Preferences - Performance). How much memory do you have? What operating system are you running?

The cause of the error turned out to be due to corrupted registry, No wonder after sometime its not just Photoshop I can't access. I can't access all the applications in my computer.
After learning that my computer must be having registry problems, I immediately installed a reputable free registry from http://www.registrycleanercc.com/the-best-free-registry-cleaner/. The registry cleaner was able to accurately identify the registry entries causing the problems. After identifying hundreds of errors in my computer the application resumed to repairing the problems.
My computer is up and running in no time. I was able to access my Photoshop without any hassle.

The only problem would be if you copied scripts or plugins from one version to another.
